Windows CE or Pocket PC is licensed per Windows CE device or Handheld you plan to run the OPC server on.
When you purchase a single license of this product, you get:

Windows CE device or a PocketPC device
- A single install that will install
- A fully working demo version of the desktop server for use in
configuring your OPC server
- Files for supported Windows CE platforms and PocketPC
